The Court of Justice of the West African Economic and Monetary Union has a new President. Judge Daniel Amagoin TESSOUGUE replaces Judge Joséphine Suzanne EBAH/TOURE, whose 3-year term has come to an end, as the President of the Court.
The official installation ceremony took place on Monday, June 3, 2019, during a special and solemn public hearing in the courtroom of the UEMOA Court of Justice in Ouagadougou. The ceremony was attended by several judicial authorities from Burkina Faso, including the Presidents of the Constitutional Court, the Court of Auditors, the Minister of Justice and Keeper of the Seals of Burkina Faso, as well as several Commissioners from UEMOA, including Jonas GBIAN, who is serving as the interim President of the Commission, Abdallah BOUREIMA.
A magistrate of exceptional rank, Daniel Amagoin TESSOUGUE, born in 1958 in Sangha, Mali, was appointed on May 20, 2016, by Additional Act No. 05/2016 of the Conference of Heads of State and Government of UEMOA, as a judge at the Court of Justice of the Union on behalf of the Republic of Mali.
President TESSOUGUE holds, among other qualifications, a PhD in private law from the Robert Schuman University of Strasbourg (France). He has held several positions in Mali, including investigating judge, president of the Labor Court, presiding judge, public prosecutor at the Court of First Instance of Commune 6 of Bamako, Attorney General at the Bamako Court of Appeal, Secretary General of the Ministry of Justice, and State Controller. He has also taught at the National Judicial Training Institute and the Faculty of Legal and Economic Sciences of Bamako and was a former member of the Superior Council of the Judiciary.
An author, President Daniel Amagoin TESSOUGUE has written several works, including Cantiques du Ginna (a collection of poems), two novels: Harmonie retrouvée and La Conjuration, as well as various articles in specialized journals and newspapers.
For the record, the Court of Justice of UEMOA is composed of eight (08) members, appointed for a renewable six-year term by the Conference of Heads of State and Government of UEMOA. The members of the Court elect from among themselves a President for a three-year term and allocate the roles of judges (5) and Advocates General (2).
